Jeffrey Arch serves as the Office principal for New York, NY. He is responsible for managing the success and growth of the New York office staff and projects, as well as working to cultivate new and existing clients. Jeff also manages Pennoni's transportation practice in New Jersey, New York, and the New England states. He specializes in traffic engineering, Intelligent Transportation Systems operations and Project Management. Jeff has14 years experience with other transportation companies and the public sector in the United States, along with 10 years of experience with a major IT company. He is a graduate of The Pennsylvania State University where he earned a Bachelor of Science degree in Civil Engineering. He also earned a Master of Science degree in Transportation Engineering from Villanova University. Jeff is a licensed Professional Engineer in Pennsylvania, New Jersey, Maryland and Virginia.

Jeff is a member of the Institute of Transportation Engineers.

Andrew Bennett, PE, serves as Associate Vice President and Regional Manager for Northeastern PA, as well as Office Principal for Lehigh Valley, PA. Andy is responsible for client service and business development efforts for the Lehigh Valley, Wilkes-Barre, and Scranton offices as well as the management, growth and success of the Lehigh Valley office. He joined Pennoni Associates in 2005 and has a wide variety of civil engineering experience, specializing in stormwater management and erosion and sedimentation control.  He earned both a BS in Fundamental Sciences and a MS in Civil Engineering from Lehigh University, and is a licensed Professional Engineer in Pennsylvania.

Ronald C. Brown, PE, PLS, serves as Office Principal for Mechanicsburg, PA. Ron is responsible for the management, growth and success of the Mechanicsburg office, as well as serving as the Marysville Borough Engineer. He joined Pennoni Associates in 2003, and specializes in highway maintenance and traffic engineering services for state, local, and private development projects. His experience includes preparing and reviewing Traffic Impact Studies (TIS), traffic signal and traffic signal system designs and reviews, conducting engineering and traffic studies to implement traffic restrictions and speed limits, maintenance and protection of traffic plans for construction projects, conducting accident analysis for highway projects to determine remedial measures, developing signing and pavement marking plans, and pavement restoration and maintenance activities. Ron graduated from the Harrisburg Area Community College with a degree in Civil Engineering Technology, completed the Transportation Executive Management Program at Pennsylvania State University, and earned a Management Certificate from Messiah College. He is a licensed Professional Engineer and a licensed Professional Land Surveyor in Pennsylvania.

William J. Bryant, PE, serves as Office Principal for West Chester, PA. Bill is responsible for the management, growth and success of the West Chester office. Bill joined Pennoni Associates in 2005 and is expert in all facets of site and project design for both public and private sector clients. Bill earned a dual BS in Commerce and Engineering and Civil Engineering from Drexel University, and is a licensed Professional Engineer in Pennsylvania.

Bill is a member of American Society of Civil Engineers, a current member and Past President of the American Public Works Association Southeast PA Chapter, and the American Legion.

Maureen T. Decker serves as Office Principal for Baltimore, MD. Maureen is responsible for the management, growth and success of the Baltimore office. Maureen joined Pennoni Associates in 2005, and her expertise is in transportation engineering and transportation planning.  Her expansive experience ranges from alignment studies and transportation elements of environmental impact statements, to signal design, and highway safety projects.  Maureen provides client liaison services to state, county and local agencies. Maureen studied Civil Construction at Lehigh Community College, and received her BS degree in Transportation Engineering from The Pennsylvania State University. She is a registered Engineer-In-Training in Pennsylvania.

Ron is responsible for the management, growth and success of the Uniontown and Monroeville office projects and staff. Ron has extensive highway design and project management experience. He joined Pennoni Associates in 2006. Ron studied Design Technology at The Pennsylvania State University.

Jerry DeRosa, CHMM serves as Acting Office Principal and the Environmental Division Manager for Monroeville, PA. Jerry is responsible for client service and business development efforts for the Pittsburgh area as well as the management, growth and success of the Monroeville office. He joined Pennoni in March of 2007 and has extensive experience in the environmental field, primarily involving corporate environmental affairs, risk minimization, due diligence, and regulatory compliance services to major corporations, including direct responsibility for managing EH&S programs.

Jerry is a Certified Hazardous Materials Manager (CHMM) and has over 25 years of experience in the environmental field.  He is a graduate of Slippery Rock University, where he earned a B.S. degree in Environmental Science.  Additionally, he is active professionally on a local and national level, serving as a Director for four organizations: the Allegheny Land Trust (ALT); Construction Junction; the Pennsylvania Resources Council (PRC); and the Three Rivers Chapter of the Academy of Certified Hazardous Materials Managers (TRC-ACHMM).

In 2007, the AHMP presented Jerry with the nationally recognized “Hazardous Materials Manager of the Year” award for his service to the organization and his contribution to the EH&S field.

Guetens serves as Vice President and Regional Manager for Southern NJ, as well as Office Principal for Haddon Heights, NJ.  Ed is responsible for client service and business development efforts for the Haddon Heights and Vineland Offices, and for managing the success and growth of the Haddon Heights staff and projects. Ed joined Pennoni Associates in 1998, and has experience designing and managing environmental remediation and hazardous material abatement projects throughout the United States.  He has been responsible for technical staff providing services such as hazardous materials surveys, environmental site assessments, indoor air quality investigations, air monitoring, safety inspections, quality control inspections, risk assessments and the enforcement of Federal, State and local regulations. Ed attended both Camden County College and Drexel University.

Khaled R. Hassan, PE serves as the Office Principal for King of Prussia, PA.  He manages the day to day operations for the King of Prussia office, as well as working to cultivate new and existing clients. Khal previously served as a Senior Engineer for the Civil/Site/Landscape Architecture Division. Coming from a background of broad knowledge and expertise in Civil/Site Engineering, he has over 17 years of experience in design and construction management, storm and sanitary sewers, road culverts, stream rehabilitation projects, among other types of projects. He also possesses extensive knowledge in project management, zoning and land development. Khal has significant experience with public presentations through his role as a Borough and Township Engineer. He is a graduate of Temple University where he earned a Bachelor of Science degree in Civil Engineering. Khal is a licensed Professional Engineer in Pennsylvania and Delaware.

Ronald C. Moore, Jr. serves as Associate Vice President and Office Principal for Vineland, NJ. Ron is responsible for managing the growth and success of the projects and staff in the Vineland office. He has experience in traffic engineering, transportation engineering, municipal engineering, intelligent transportation systems (ITS), land development and construction, and is very familiar with DOT specifications and has provided training to DOT personnel on various traffic and ITS topics.  Ron has also provided public testimony on numerous land development and transportation projects and has served as a traffic expert throughout New Jersey and Pennsylvania. He is a Civil Engineering graduate of the University of Delaware.

Joseph F. Mullen, PE, serves as Associate Vice President and Office Principal for Wilkes-Barre, PA. Joe is responsible for managing the growth and success of the projects and staff in the Wilkes-Barre office. Joe possesses a diverse engineering background that includes design and Project Management of Site Plans and Sub-Divisions, K-12 Public Higher Education, Recreation Facilities (Divisions I, II, III), Minor Professional Sports, Heavy Industrial and Nuclear Power and Dam Engineering.  He joined Pennoni Associates in October 2005 and received his Civil Engineering degree from the University of Pittsburgh. Joe is a licensed Professional Engineer in Pennsylvania, New Jersey and Iowa.

Patrick S. Powers, PE, serves as Associate Vice President and Office Principal for State College, PA. Pat is responsible for managing the growth and success of the projects and staff in the State College office. He joined Pennoni Associates in 2004 when the firm he co-founded, Powers & Schram, became a part of Pennoni. Pat has managed and designed various types of civil engineering projects ranging from large water/wastewater facilities, commercial and residential site developments, and roadway reconstruction and bridge replacements.  Mr. Powers also has experience with construction inspection, organizing and preparation of Act 537 plans.  He was an instructor for PennDOT’s Bituminous Plant and Field Technician Certification Program having taught over 5,000 candidates in the last seven years. Pat earned his Civil Engineering degree from The Pennsylvania State University, and is a licensed Professional Engineer in Pennsylvania.

Ed joined Pennoni Associates in 2002, and has extensive experience in the management of various civil/site engineering projects, highway and bridge rehabilitation and replacement projects; stormwater, wastewater, water distribution system design and municipal infrastructure projects. He has served in the capacity of municipal engineer to various Chester County, Pennsylvania municipalities. Ed earned his Civil Engineering degree from The Pennsylvania State University, is a licensed Professional Engineer in four states, and a Registered Land Surveyor in Pennsylvania.

Craig joined Pennoni Associates in 2001 and has substantial experience in consulting, planning, design/engineering and construction as a manager and registered professional civil engineer on both public and private projects.  He also has a broad range of knowledge and experience in project management, business development, contract preparation/negotiations and cost estimating.  Craig earned his BS in Civil Engineering from the University of Maine, and is a licensed Professional Engineer in Massachusetts, New Hampshire, Vermont and Maine.

Brian joined Pennoni Associates in 2006 when the firm he founded, Swanson Engineering, became a part of Pennoni. He has engaged in the planning, permitting, and design of a broad scope of civil engineering projects. Brian specializes in civil engineering for municipalities, and has served as the engineer for numerous public bodies, Townships, Boroughs, and Municipal Authorities. He earned his Civil Engineering degree from Bucknell University, and is a licensed Professional Engineer in Pennsylvania.

Phil is responsible for client service and business development efforts for the Doylestown and King of Prussia offices, and for managing the success and growth of the Doylestown staff and projects. Phil joined Pennoni Associates in 1988, and has extensive project management experience in transportation and traffic engineering. Phil serves as municipal traffic engineer in various municipalities in Bucks and Montgomery Counties.  Specific experience includes development, design and review of traffic signal systems, highway access and site configuration in Pennsylvania and New Jersey.  Phil earned his BS in Engineering from The Pennsylvania State University, and an MS in Transportation Engineering from Villanova University.
